The <span class=\"caps\">ITU<\/span> Radio Regulations provide a&nbsp;general framework but every country has its own regulations and requirements.<\/p>\n<p>Recommendation <a href=\"https:\/\/www.itu.int\/rec\/R-REC-M.1544\/en\"><span class=\"caps\">ITU<\/span>\u2011R M.1544<\/a> sets out the minimum qualifications of radio amateurs:<\/p>\n<ol>\n<li>that administrations take such measures as they judge necessary to verify the operational and technical qualifications of any person wishing to operate an amateur station;<\/li>\n<li>that any person seeking a&nbsp;license to operate an amateur station should demonstrate theoretical knowledge of:<\/li>\n<\/ol>\n<ul>\n<li>Radio regulations <ul>\n<li>international<\/li>\n<li>domestic<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Methods of radiocommunication&nbsp;<ul>\n<li>radiotelephony<\/li>\n<\/ul>\n<ul>\n<li>radiotelegraphy<\/li>\n<li>data and&nbsp;image<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Radio system theory transmitters&nbsp;<ul>\n<li>receivers<\/li>\n<li>antennas and propagation<\/li>\n<li>measurements<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Radio emission safety<\/li>\n<\/ul>\n<ul>\n<li>Operating procedures<\/li>\n<\/ul>\n<ul>\n<li>Electromagnetic compatibility<\/li>\n<\/ul>\n<ul>\n<li>Avoidance and resolution of radio frequency interference<\/li>\n<\/ul>\n<p>The ability to send and receive texts in Morse code is no longer an international requirement.<\/p>\n<p>The best source of specific information about licensing requirements is the <span class=\"caps\">IARU<\/span> member-society in the country concerned.
