Attendees will review and revise the Radio Regulations, the international treaty governing the use of radio frequency spectrum and satellite orbits. One of the items to be considered at <span class=\"caps\">WRC-12<\/span> is Agenda Item 1.23: To consider an allocation of about 15 kHz in parts of the band 415\u2212526.5 kHz to the Amateur Service on a&nbsp;secondary basis, taking into account the need to protect existing services.<\/p>\n<p>More than 3000 participants\u2009\u2014\u2009representing more than 150 out of the International Telecommunication Union\u2019s 193 Member States\u2009\u2014\u2009are expected to attend the four-week conference. About 100 Observers from among the ITU\u2019s 700 private sector members\u2009\u2014\u2009along with international organizations, including the International Amateur Radio Union\u2009\u2014\u2009are also in attendance. A&nbsp;number of <span class=\"caps\">WRC-12<\/span> delegates are radio amateurs.<\/p>\n<p>Members of the <span class=\"caps\">IARU<\/span> Team include: <span class=\"caps\">IARU<\/span> President Tim Ellam, <span class=\"caps\">VE6SH<\/span>; <span class=\"caps\">IARU<\/span> Vice President Ole Garpestad, <span class=\"caps\">LA2RR<\/span>; <span class=\"caps\">IARU<\/span> Secretary Rod Stafford, <span class=\"caps\">W6ROD<\/span>; <span class=\"caps\">IARU<\/span> Region 1&nbsp;President Hans Blondeel Timmerman, <span class=\"caps\">PB2T<\/span>; <span class=\"caps\">IARU<\/span> Region 2&nbsp;President Reinaldo Leandro, <span class=\"caps\">YV5AM<\/span>; <span class=\"caps\">IARU<\/span> Technical Representative Ken Pulfer, <span class=\"caps\">VE3PU<\/span>, and <span class=\"caps\">ARRL<\/span> Chief Executive Officer David Sumner, <span class=\"caps\">K1ZZ<\/span>. <span class=\"caps\">ARRL<\/span> Chief Technology Officer Brennan Price, <span class=\"caps\">N4QX<\/span>, and <span class=\"caps\">ARRL<\/span> Technical Relations Specialist Jon Siverling, <span class=\"caps\">WB3ERA<\/span>, are serving as members of the <span class=\"caps\">US<\/span> delegation.
