Kenneth Pulfer, <span class=\"caps\">VE3PU<\/span>, of Ottawa, Ontario, <a href=\"http:\/\/www.legacy.com\/obituaries\/ottawacitizen\/obituary.aspx?n=james-pulfer&amp;pid=163996474#fbLoggedOut\"><b>passed away<\/b><\/a> Sunday, March 31 after a&nbsp;long illness. He was 80. In 1994, Pulfer became the Secretary, then Secretary Treasurer for the Radio Amateurs of Canada (<a href=\"http:\/\/www.rac.ca\/\"><b><span class=\"caps\">RAC<\/span><\/b><\/a>), that country\u0092s <span class=\"caps\">IARU<\/span> Member Society. He also served as the <span class=\"caps\">RAC<\/span>\u0092s Vice President for Government Affairs and Vice President for International Affairs. When former <span class=\"caps\">ARRL<\/span> Chief Technology Officer Paul Rinaldo, <span class=\"caps\">W4RI<\/span>, retired in 2009, Pulfer took over as Chairman of the <span class=\"caps\">ITU<\/span> Radiocommunication Sector\u0092s Working Party <span class=\"caps\">5A<\/span> Working Group 1, the \u0093home\u0094 of the Amateur and Amateur-Satellite Services in the <span class=\"caps\">ITU<\/span> structure. He served as an <span class=\"caps\">IARU<\/span> Technical Representative for 15 years, culminating with the 2012 World Radiocommunication Conference (<span class=\"caps\">WRC-12<\/span>).<\/p>\n<p>\u0093Ken Pulfer was a&nbsp;consummate gentlemen and a&nbsp;tireless worker for the <span class=\"caps\">IARU<\/span>,\u0094 <span class=\"caps\">IARU<\/span> President Tim Ellam, <span class=\"caps\">VE6SH<\/span>, told the <span class=\"caps\">ARRL<\/span>. \u0093His efforts as Chairman of the <span class=\"caps\">ITU<\/span> Working Group cumulated with our success at <span class=\"caps\">WRC-12<\/span> in obtaining a&nbsp;secondary allocation at 472\u2009\u2013\u2009479&nbsp;kHz.<\/p>\n<p>To continue reading in the <span class=\"caps\">ARRL<\/span> webpage click <a href=\"http:\/\/www.arrl.org\/news\/j-kenneth-pulfer-ve3pu-sk\">here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>J.
