He was 73. His death followed a&nbsp;period of ill health. Haynie was elected as the 13<sup class=\"ordinal\">th<\/sup> President of <span class=\"caps\">ARRL<\/span> on January 21, 2000, succeeding Rod Stafford, <span class=\"caps\">W6ROD<\/span> (ex-KB6ZV).<\/p>\n<p>\u0093Jim was a&nbsp;remarkable individual who made a&nbsp;huge personal commitment to Amateur Radio and the <span class=\"caps\">ARRL<\/span>,\u0094 said <span class=\"caps\">ARRL<\/span> President Rick Roderick, <span class=\"caps\">K5UR<\/span>. \u0093He had a&nbsp;great sense of humor that was often quite helpful as we addressed some serious matters when Jim was President. His vision guided us to try new things that are still helping Amateur Radio and the League to this&nbsp;day.\u0094<\/p>\n<p>A radio amateur for more than 40 years, Haynie was twice re-elected by the <span class=\"caps\">ARRL<\/span> Board to the <span class=\"caps\">ARRL<\/span>\u0092s top volunteer office, serving until January 2006, when Joel Harrison, <span class=\"caps\">W5ZN<\/span>, succeeded him. Prior to assuming the <span class=\"caps\">ARRL<\/span> presidency, Haynie was <span class=\"caps\">ARRL<\/span> West Gulf Division Director during two different periods \u0097 from 1987 until 1990 and from 1997 until 2000, and an <span class=\"caps\">ARRL<\/span> Vice President from 1990 until&nbsp;1992.<\/p>\n<p>During his 6&nbsp;years as president, Haynie focused on promoting Amateur Radio in the classroom, and his <span class=\"caps\">ARRL<\/span> Amateur Radio Education Project \u0097 which he dubbed the \u0093Big Project\u0094 \u0097 was an initiative to offer a&nbsp;turnkey Amateur Radio curriculum as well as radio equipment to schools. His project eventually grew into the <span class=\"caps\">ARRL<\/span> Education <span class=\"amp\">&amp;<\/span>&nbsp;Technology Program (<span class=\"caps\">ETP<\/span>).<\/p>\n<p>A gregarious and accessible individual, Haynie was also skilled at promoting Amateur Radio as often as he could, frequently on the road to attend as many ham radio gatherings as he could squeeze into his schedule, including Dayton Hamvention each spring. Once, he was also a&nbsp;guest of Art Bell, <span class=\"caps\">W6OBB<\/span>, on his Coast to Coast <span class=\"caps\">AM<\/span> overnight radio talk&nbsp;show.<\/p>\n<p>On several occasions, Haynie traveled to Washington, <span class=\"caps\">DC<\/span>, to meet with <span class=\"caps\">FCC<\/span> and other government officials and with lawmakers on Capitol Hill to promote Amateur Radio issues and to communicate concerns. Those included the League\u0092s position on deed restrictions or <span class=\"caps\">CC<\/span><span class=\"amp\">&amp;<\/span>Rs. During his tenure, the Amateur Radio Spectrum Protection Act and the Amateur Radio Emergency Communications Consistency Act \u0097 an early bill to address the <span class=\"caps\">CC<\/span><span class=\"amp\">&amp;<\/span>R issue \u0097 were introduced in Congress. In 2003, Haynie testified on Capitol Hill on behalf of the Spectrum Protection Act.<\/p>\n<p>Not long after he became president, Haynie arranged for the gravely injured 13-year-old Willem van Tuijl \u0097 shot by pirates while cruising in the South Pacific with his parents Jacco, <span class=\"caps\">KH2TD<\/span>, Jannie, <span class=\"caps\">KH2TE<\/span>, van Tuijl \u0097 get medical treatment in the&nbsp;<span class=\"caps\">US<\/span>.<\/p>\n<p>After the <sup class=\"numerator\">9<\/sup>\u2044<sub class=\"denominator\">11<\/sub> terror attacks, Haynie rallied radio amateurs to assist, and he praised the actions of Amateur Radio volunteers who turned out in New York City and Washington, <span class=\"caps\">DC<\/span>. \u0093Radio amateurs in New York City and elsewhere around the country are doing everything they can to support the authorities in locating and assisting victims,\u0094 he said in the immediate aftermath of the attacks.<\/p>\n<p>A few years later, Haynie provided written testimony on Amateur Radio\u0092s response in the Hurricane Katrina disaster to the <span class=\"caps\">US<\/span> House Government Reform Committee.<\/p>\n<p>In 2007, after he had left the presidency, Dayton Hamvention\u00ae named Haynie as its Amateur of the Year. Hamvention said Haynie\u0092s League leadership \u0093helped define Amateur Radio\u0092s role in emergency communication.\u0094<\/p>\n<p>Among other highlights of Haynie\u0092s tenure as the League\u0092s president was the signing of a&nbsp;Statement of Affiliation between the Department of Homeland Security in 2003, which made <span class=\"caps\">ARRL<\/span> a&nbsp;Citizen Corps affiliate.<\/p>\n<p>The following year, he headed an <span class=\"caps\">ARRL<\/span> delegation to the White House to discuss concerns about broadband over power line technology, meeting with an official of the Office of Science and Technology Policy.<\/p>\n<p>In 2013, the <span class=\"caps\">ARRL<\/span> West Gulf Division honored Haynie with a&nbsp;Lifetime Achievement Award.<\/p>\n<p>Services will be held Friday, November 4, at 3&nbsp;<span class=\"caps\">PM<\/span> at the Abbey Chapel at Restland Funeral Home, 13005 Greenville Avenue, Dallas, with visitation at 2&nbsp;<span class=\"caps\">PM<\/span>.<\/p>\n<p><a href=\"http:\/\/www.arrl.org\/news\/arrl-president-emeritus-jim-haynie-w5jbp-sk\">Read on&nbsp;<\/a><\/p>\n<p>Source: <span class=\"caps\">ARRL<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Emeritus Jim Haynie, <span class=\"caps\">W5JBP<\/span>, of Dallas, Texas, died on November 1.
