Box 310905<br> Newington, <span class=\"caps\">CT<\/span> 06131\u2009\u2013\u20090905&nbsp;<span class=\"caps\">USA<\/span><br> Email: secretary @ iaru\u200b.org<br> www\u200b.iaru\u200b.org<\/p>\n<p>12 September 2018<\/p>\n<p>For immediate release<\/p>\n<p><span class=\"caps\">IARU<\/span> Administrative Council Meeting Focuses on <span class=\"caps\">WRC-19<\/span> Preparation and Succession Planning<\/p>\n<p>The Administrative Council (<span class=\"caps\">AC<\/span>) of the International Amateur Radio Union (<span class=\"caps\">IARU<\/span>) held its annual in-person meeting on 8&nbsp;and 9&nbsp;September 2018 in Seoul, Republic of Korea, immediately prior to the <span class=\"caps\">IARU<\/span> Region 3&nbsp;Conference. The <span class=\"caps\">AC<\/span> is responsible for the policy and management of the <span class=\"caps\">IARU<\/span> and consists of the three <span class=\"caps\">IARU<\/span> international officers and two representatives from each of the three <span class=\"caps\">IARU<\/span> regional organizations.<\/p>\n<p>With the 2019 World Radiocommunication Conference (<span class=\"caps\">WRC-19<\/span>) of the International Telecommunication Union (<span class=\"caps\">ITU<\/span>) now little more than a&nbsp;year away, the efforts of two dozen <span class=\"caps\">IARU<\/span> volunteers to defend amateur radio\u0092s frequency allocations against commercial pressures and to seek worldwide harmonization of the 50\u2009\u2013\u200954 MHz band are reaching a&nbsp;critical stage. Coordination of this team is an ongoing task leading up to the <span class=\"caps\">ITU<\/span> Conference Preparatory Meeting in Geneva in February 2019 and to <span class=\"caps\">WRC-19<\/span> itself in Sharm El-Sheik, Egypt, in October and November. The work involves presenting the <span class=\"caps\">IARU<\/span> positions on the <span class=\"caps\">WRC-19<\/span> agenda items to national administrations through the <span class=\"caps\">IARU<\/span> member-societies and actively participating in the ongoing preparations being done in regional telecommunications organizations and the <span class=\"caps\">ITU<\/span> Radiocommunication Sector. The potential for crippling levels of interference to radiocommunications from High Power Wireless Power Transfer (<span class=\"caps\">WPT<\/span>) for electric vehicles is high on the list of concerns.<\/p>\n<p>With these challenges in mind the <span class=\"caps\">AC<\/span> reviewed its strategic plan to develop support for amateur spectrum allocations and approved the action plan for implementation during the remainder of 2018 and 2019. To resource the plan, the <span class=\"caps\">IARU<\/span> budget for the years 2019\u2009\u2013\u20092021 was reviewed and adopted. The budget is based upon anticipated financial contributions from the <span class=\"caps\">IARU<\/span> International Secretariat (<span class=\"caps\">IS<\/span>) and the three regional organizations and reflects ongoing efforts to minimize expenses while maintaining the essential activities for achievement of the&nbsp;plan.<\/p>\n<p>The <span class=\"caps\">IARU<\/span> Constitution and Administrative Council policies define the process for filling the positions of <span class=\"caps\">IARU<\/span> President and Vice President for five-year terms. Member-societies and the three <span class=\"caps\">IARU<\/span> regional organizations are invited to participate in identifying qualified candidates for consideration in a&nbsp;consultative process between the <span class=\"caps\">AC<\/span> and the member-society acting as the International Secretariat (<span class=\"caps\">IS<\/span>), currently the <span class=\"caps\">ARRL<\/span>. This process for the terms of office beginning on 9&nbsp;May 2019 was initiated at the 2017 meeting of the <span class=\"caps\">AC<\/span> and completed at the 2018 meeting. <span class=\"caps\">ARRL<\/span> President Rick Roderick, <span class=\"caps\">K5UR<\/span>, formally reported that there was consensus that the incumbent President Tim Ellam, <span class=\"caps\">VE6SH<\/span>, and Vice President Ole Garpestad, <span class=\"caps\">LA2RR<\/span>, should be nominated for an additional term. These nominations will be submitted to the <span class=\"caps\">IARU<\/span> member-societies for ratification by mail&nbsp;vote.<br> Looking to the future, the <span class=\"caps\">AC<\/span> recognized the importance and urgency of succession planning and assigned it an immediate and high priority.<\/p>\n<p>Individuals with the qualifications, skills, and willingness to fill volunteer technical and leadership positions must be identified on an ongoing basis in order to maintain the availability of essential personnel resources. Training must be provided so that the volunteer team can function effectively in a&nbsp;rapidly changing regulatory environment.<\/p>\n<p>The growth of amateur radio, especially how to attract young people, is a&nbsp;common concern of <span class=\"caps\">IARU<\/span> member-societies. The <span class=\"caps\">AC<\/span> will set out to identify those barriers to growth that the <span class=\"caps\">IARU<\/span> can assist member-societies to address and will encourage member-societies to share successful strategies for growth with one another.<\/p>\n<p>The <span class=\"caps\">AC<\/span> noted with pleasure that considerable progress has been made to develop consistent branding across the <span class=\"caps\">IARU<\/span> and its three regional organizations and thanked the team that has been working on a&nbsp;common design for the four websites. The design was agreed and plans are underway for implementation in the coming months.<\/p>\n<p>The <span class=\"caps\">IARU<\/span> policy on <span class=\"caps\">QSL<\/span> bureaus has been under review for several years. While the <span class=\"caps\">IARU<\/span> <span class=\"caps\">QSL<\/span> bureau system continues to be important for many member-societies and individual amateurs, escalating expenses represent a&nbsp;growing financial burden for others. Unwanted and undeliverable <span class=\"caps\">QSL<\/span> cards are increasingly recognized as an environmental concern. Possible amendments to the policy continue to be developed for consideration.<\/p>\n<p>In addition to the <span class=\"caps\">ITU<\/span> Radiocommunication Sector the <span class=\"caps\">IARU<\/span> is engaged with the Development Sector, particularly with regard to emergency communication. Additional areas of continuing activity that represent significant effort by volunteer coordinators, advisors, and others include amateur satellite frequency coordination, electromagnetic compatibility (<span class=\"caps\">EMC<\/span>), and the International Beacon Project. Reports from these coordinators and advisors were received with thanks. The <span class=\"caps\">AC<\/span> agreed to maintain its modest annual financial support of the Beacon Project.<\/p>\n<p>The <span class=\"caps\">AC<\/span> noted the actions taken by the <span class=\"caps\">IS<\/span> and the regions to address the requirements of the General Data Protection Regulation (<span class=\"caps\">GDPR<\/span>) of the European Union and agreed to review its implications on an ongoing basis.<\/p>\n<p>After consideration of several possible alternatives the theme for World Amateur Radio Day, 18 April 2019, was confirmed as \u0093Celebrating Amateur Radio\u0092s Contribution to Society.\u0094<br> Attending the meeting were <span class=\"caps\">IARU<\/span> President Tim Ellam, <span class=\"caps\">VE6SH<\/span>\/<span class=\"caps\">G4HUA<\/span>; Vice President Ole Garpestad, <span class=\"caps\">LA2RR<\/span>; Secretary David Sumner, <span class=\"caps\">K1ZZ<\/span>; regional representatives Don Beattie, <span class=\"caps\">G3BJ<\/span>, Hans Blondeel Timmerman, <span class=\"caps\">PB2T<\/span>, Reinaldo Leandro, <span class=\"caps\">YV5AM<\/span>, Ram\u00f3n Santoyo, <span class=\"caps\">XE1KK<\/span>, Gopal Madhavan, <span class=\"caps\">VU2GMN<\/span>, and Peter Young, <span class=\"caps\">VK3MV<\/span>.
