{"id":2920,"date":"2019-09-01T00:00:00","date_gmt":"2019-08-31T22:00:00","guid":{"rendered":"https:\/\/beta.iaru-r2.org\/good-news-for-radio-amateurs\/"},"modified":"2019-09-01T00:00:00","modified_gmt":"2019-08-31T22:00:00","slug":"good-news-for-radio-amateurs","status":"publish","type":"post","link":"https:\/\/www.iaru-r2.org\/en\/good-news-for-radio-amateurs\/","title":{"rendered":"<span class=\"caps\">GOOD<\/span> <span class=\"caps\">NEWS<\/span> <span class=\"caps\">FOR<\/span> <span class=\"caps\">RADIO<\/span> <span class=\"caps\">AMATEURS<\/span>"},"content":{"rendered":"<p><a href=\"http:\/\/www.iaru-r2.org\/wp-content\/uploads\/cept.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-5078\" src=\"http:\/\/www.iaru-r2.org\/wp-content\/uploads\/cept-150x150.jpg\" alt width=\"150\" height=\"150\"><\/a>August 30,&nbsp;2019<\/p>\n<p>For immediate release:<\/p>\n<p>There has been a&nbsp;concern \u0096 understandably \u0096 in the Amateur community over a&nbsp;proposal made by France to study reallocating144 \u0096 146 MHz to the aeronautical navigation service at a&nbsp;World Radiocommunication Conference, likely in 2023, to accommodate the growing number of aircraft employing new navigation tracking and communication aids.<br> At the meeting of the Conference Preparatory Group of the Conseil Europ\u00eben des Postes et Radiocommunication (<span class=\"caps\">CEPT<\/span>) \u0096 which concluded on August 30 in Ankara, Turkey \u0096 France modified its proposal that the International Telecommunication Union (<span class=\"caps\">ITU<\/span>) study several frequency segments for sharing with the Aeronautical Mobile Service and withdrew the 144 to 146 MHz segment from the proposal. This welcome development was the result of an energetic and professional representation by delegates from the International Amateur Radio Union (<span class=\"caps\">IARU<\/span>).<br> Several other issues which will be considered in the upcoming World Radiocommunication Conference and impacting Amateur Radio were also decided at the <span class=\"caps\">CEPT<\/span> meeting and these are addressed in the news bulletin issued by Region 1&nbsp;of the <span class=\"caps\">IARU<\/span> and which is provided below.<br> <span class=\"caps\">CEPT<\/span> <span class=\"caps\">CPG<\/span> finalizes its positions for <span class=\"caps\">WRC-19<\/span><br>\n<a href=\"http:\/\/www.iaru.org\/news\u0096events\/cept-cpg-finalizes-its-positions-for-wrc-19\">http:\/\/www.iaru.org\/news\u0096events\/cept-cpg-finalizes-its-positions-for-wrc-19<\/a><br> \u0093The <span class=\"caps\">CEPT<\/span> Conference Preparatory Group met this week in Ankara, Turkey. Items of interest to the Amateur Service which were finalized were:<br> \u0095 Agreement to a&nbsp;European Common Proposal (<span class=\"caps\">ECP<\/span>) on allocating 50\u2009\u2013\u200952 MHz to the Amateur Service in Region 1&nbsp;on a&nbsp;secondary basis with a&nbsp;footnote listing those countries where the Amateur Service will have a&nbsp;primary allocation in the band 50\u221250.5 MHz (<span class=\"caps\">WRC<\/span> Agenda Item 1.1)<br> \u0095 Agreement to an <span class=\"caps\">ECP<\/span> on spectrum to be considered for International Mobile Telecommunications, which does not now include the primary Amateur band at 47\u221247.2 GHz (<span class=\"caps\">WRC<\/span> Agenda Item 1.13)<br> \u0095 Agreement to an <span class=\"caps\">ECP<\/span> that retains the current regulatory position in the 5725\u2009\u2013\u20095850 MHz frequency band which includes secondary allocations to the Amateur Service and the Amateur Satellite Service (<span class=\"caps\">WRC<\/span> Agenda Item 1.16)<br> \u0095 Removal of 144\u2009\u2013\u2009146 MHz from a&nbsp;French proposal for study of additional spectrum for aeronautical applications. (<span class=\"caps\">WRC<\/span> Agenda Item&nbsp;10)<br> \u0095 At the insistence of the European Commission, a&nbsp;<span class=\"caps\">WRC-23<\/span> agenda item was considered necessary to address the worldwide protection of Regional Navigational Satellite Systems from Amateur emissions in the band 1240\u2009\u2013\u20091300 MHz. A&nbsp;draft <span class=\"caps\">WRC<\/span> Resolution was agreed which underlines the importance of this frequency band to the Amateur Service and explicitly excludes the removal of existing allocations as part of the proposed agenda item. (<span class=\"caps\">WRC<\/span> Agenda Item&nbsp;10)<br> \u0095 There was no change to the already agreed <span class=\"caps\">CEPT<\/span> position on Wireless Power Transmission (<span class=\"caps\">WRC<\/span> Agenda item 9.1.6). This states that no change is needed in the Radio Regulations to address the question of operating frequency for <span class=\"caps\">WPT-EV<\/span>, but leaves open the question of spurious emissions from <span class=\"caps\">WPT-EV<\/span>.<br> Commenting on the outcome of <span class=\"caps\">CPG<\/span>, <span class=\"caps\">IARU<\/span> Region 1&nbsp;President Don Beattie, <span class=\"caps\">G3BJ<\/span>, said that the <span class=\"caps\">IARU<\/span> team at Ankara (the only representatives of the Amateur Service at the meeting) had presented clear and convincing arguments for the Amateur Service position and he was pleased that regulators had recognized the strength of the Amateur case. He expressed his thanks to everyone who had contributed to the outcome at&nbsp;<span class=\"caps\">CPG<\/span>.<br> The issues now move to the World Radiocommunication Conference in Egypt in November for final resolution.
