{"id":2936,"date":"2019-12-09T00:00:00","date_gmt":"2019-12-08T23:00:00","guid":{"rendered":"https:\/\/beta.iaru-r2.org\/post-wrc-19-50-mhz-allocations\/"},"modified":"2019-12-09T00:00:00","modified_gmt":"2019-12-08T23:00:00","slug":"post-wrc-19-50-mhz-allocations","status":"publish","type":"post","link":"https:\/\/www.iaru-r2.org\/en\/post-wrc-19-50-mhz-allocations\/","title":{"rendered":"Post <span class=\"caps\">WRC-19<\/span> 50 MHz allocations"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5188\" src=\"https:\/\/www.iaru-r2.org\/wp-content\/uploads\/WRC-2019-logo_479x162.png\" alt width=\"478\" height=\"163\"><\/p>\n<p><span class=\"caps\">IARU<\/span> <span class=\"caps\">R2<\/span> operators are looking forward to increased <span class=\"caps\">DX<\/span> opportunities on 6m with the <span class=\"caps\">WRC-19<\/span> opening of access the 6m band to amateur operations in <span class=\"caps\">R1<\/span>, harmonizing 6m as a&nbsp;worldwide amateur allocation.&nbsp;This is an excellent example of what <span class=\"caps\">IARU<\/span> can do to protect and advance amateur radio around the world when we all work together preparing for and working at a&nbsp;<span class=\"caps\">WRC<\/span> or in our <span class=\"caps\">R2<\/span> regional telecommunications union, <span class=\"caps\">CITEL<\/span>.&nbsp;The following is from <span class=\"caps\">IARU<\/span> <span class=\"caps\">R1<\/span> with the details:<\/p>\n<p><strong>Report on <span class=\"caps\">WRC-19<\/span> Agenda Item 1.1 \u0096 Consideration of an allocation to the amateur service in the 50\u2009\u2013\u200954 MHz frequency band in Region 1<\/strong><\/p>\n<p><strong>Introduction<\/strong><\/p>\n<p>Proposals from administrations and Regional Telecommunications Organisations (<span class=\"caps\">RTO<\/span>) around the world ranged from no allocation at all to the provision of a&nbsp;4 MHz primary allocation.&nbsp;The <span class=\"caps\">IARU<\/span> position was to seek a&nbsp;4 MHz primary allocation in Region 1&nbsp;in common with that in other <span class=\"caps\">ITU<\/span> regions.<\/p>\n<p><strong>Pre <span class=\"caps\">WRC<\/span> situation in Region 1<\/strong><\/p>\n<p>Prior to <span class=\"caps\">WRC<\/span> 2019, a&nbsp;number of countries in Africa enjoyed a&nbsp;primary allocation in all or part of the band. A&nbsp;number of other countries in Region 1&nbsp;had secondary allocations on a&nbsp;national non-interference basis.<\/p>\n<p><strong>Post <span class=\"caps\">WRC<\/span> situation in Region 1<\/strong><\/p>\n<p>A secondary amateur allocation in Region 1&nbsp;in the band 50 \u0096 52 MHz is included in the Table of Frequency Allocations in the <span class=\"caps\">ITU<\/span> Radio Regulations.<\/p>\n<p>In Botswana, Eswatini, Lesotho, Malawi, Namibia, South Africa, Zambia and Zimbabwe, 50\u2009\u2014\u200954&nbsp;MHz on a&nbsp;primary basis with protection from other services.<\/p>\n<p>In Senegal, 50\u2009\u2014\u200951&nbsp;MHz on a&nbsp;primary basis with protection from other services.<\/p>\n<p>In Angola, Saudi Arabia, Bahrain, Burkina Faso, Burundi, the United Arab Emirates, Gambia, Jordan, Kenya, Kuwait, Mauritius, Mozambique, Oman, Uganda, Qatar, South Sudan and Tanzania, the frequency band 50\u2009\u2014\u200954 MHz is allocated to the amateur service on a&nbsp;primary basis.<\/p>\n<p>In Djibouti and Lebanon, the frequency band 50\u2009\u2014\u200952&nbsp;MHz is allocated to the amateur service on a&nbsp;primary basis.<\/p>\n<p>In Guinea-Bissau, the frequency band 50.0\u2009\u2014\u200950.5 MHz is allocated to the amateur service on a&nbsp;primary basis.<\/p>\n<p>In Austria, Cyprus, the Vatican, Croatia, Denmark, Spain, Finland, Hungary, Latvia, the Netherlands, the Czech Republic, the United Kingdom, Slovakia and Slovenia, the frequency band 50.0\u2009\u2014\u200950.5&nbsp;MHz is allocated to the amateur service on a&nbsp;primary basis.<\/p>\n<p>In the Russian Federation the frequency band 50.080 ? 50.280&nbsp;MHz is allocated to the amateur service on a&nbsp;secondary basis.<\/p>\n<p><strong>Main Outcome of <span class=\"caps\">WRC-19<\/span><\/strong><\/p>\n<p>Final approval of the outcome was delayed until Thursday 21 November as a&nbsp;consequence of extremely sensitive political issues. However following approval:<\/p>\n<ul>\n<li>Pre <span class=\"caps\">WRC-19<\/span> countries retain their current status in the 50\u2009\u2014\u200954 MHz frequency band.<\/li>\n<li>The Democratic Republic of Congo removed itself from the list of pre <span class=\"caps\">WRC-19<\/span> countries.<\/li>\n<li>The amateur service has a&nbsp;secondary table allocation in most of Region 1&nbsp;in the 50\u2009\u2014\u200952 MHz&nbsp;band.<\/li>\n<li>44 Region 1&nbsp;countries have a&nbsp;primary allocation in all or part of the 50\u2009\u2014\u200954 MHz&nbsp;band.<\/li>\n<li>14 <span class=\"caps\">CEPT<\/span> countries have a&nbsp;500 kHz primary allocation in the 50.0\u2009\u2014\u200950.5 MHz&nbsp;band.<\/li>\n<li>The Russian Federation has a&nbsp;200 kHz secondary allocation in the 50.08\u2009\u2014\u200950.28 MHz&nbsp;band.<\/li>\n<li><strong>The Final Acts of <span class=\"caps\">WRC-19<\/span> enters into force on 1&nbsp;January 2021, however administrations may make provisions to provide 50 MHz spectrum at an earlier or later&nbsp;date.<\/strong><\/li>\n<li>Amateur service shall not cause harmful interference to <u>stations of other primary or secondary services<\/u>, with the exception of the pre <span class=\"caps\">WRC-19<\/span> countries.<\/li>\n<li>Individual amateurs should not use (unless already licensed to do so) the newly allocated spectrum until their national licensing authority has given the go ahead for its&nbsp;use.<\/li>\n<\/ul>\n<p><strong>Next Steps<\/strong><\/p>\n<p>To address the 50 MHz issue at <span class=\"caps\">CEPT<\/span>\u0092s Working Group Frequency Management meeting when the European Common Allocation table is revised.<\/p>\n<p><strong>Country by Country situation<\/strong><\/p>\n<p>The table at <a href=\"http:\/\/www.iaru-r1.org\/wiki\/VHF#50-54_MHz_.286_m.29\">http:\/\/\u200bwww\u200b.iaru\u200b-r1\u200b.org\/\u200bw\u200bi\u200bk\u200bi\u200b\/\u200bV\u200bH\u200bF\u200b#50\u2009\u2013\u200954_MHz_.286_m.29<\/a> is <span class=\"caps\">IARU<\/span>\u0092s understanding of the before and after <span class=\"caps\">WRC19<\/span> position on 50 MHz allocations in Region 1. <span class=\"caps\">IARU<\/span> cannot be held responsible for any inaccuracies and the definitive position is the responsibility of individual national administrations.<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p><span class=\"caps\">IARU<\/span> <span class=\"caps\">R2<\/span> operators are looking forward to increased <span class=\"caps\">DX<\/span> opportunities on 6m with the <span class=\"caps\">WRC-19<\/span> opening of access the 6m band to amateur operations in <span class=\"caps\">R1<\/span>, harmonizing 6m as a&nbsp;worldwide amateur allocation.&nbsp;This is an excellent example of what <span class=\"caps\">IARU<\/span> can do to protect and advance amateur radio around the world when we all work together&nbsp;[\u2026]<\/p>\n","protected":false},"author":12,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"wp_typography_post_enhancements_disabled":false,"footnotes":""},"categories":[1],"tags":[],"class_list":["post-2936","post","type-post","status-publish","format-standard","hentry","category-news"],"_links":{"self":[{"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/posts\/2936","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/users\/12"}],"replies":[{"embeddable":true,"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/comments?post=2936"}],"version-history":[{"count":0,"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/posts\/2936\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/media?parent=2936"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/categories?post=2936"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.iaru-r2.org\/en\/wp-json\/wp\/v2\/tags?post=2936"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
