César Pío Santos, HR2P, steps down as IARU Region 2 EMCOR

After about 12 years of very fruitful work, César Santos just announced that he’s stepping down as Emergency Coordinator for IARU Region 2.

Throughout those years, César’s work wasn’t easy at all; emergencies are an everyday item in the region, especially in the Caribbean area, and the work implied by the position is intense, to say the least. Those emergencies include some of the most devastating hurricanes and lately, COVID, which although not an immediate hazard for all, it is indeed a threat that will be with us for a long time.

Dealing with emergency committees and telecom authorities is not an easy task and Cesar sailed those waters with decision and tact. Thanks to his ever-present concern for reliable communications and capitalizing on the experience of previous events, Cesar was a key player in achieving that the Central American region benefited by a pilot plan from the ITU that consisted of the provision of an operational Winlink system for that region, including the provision of equipment, installation and training. Thanks to his efforts, the Winlink network is in operation 24 hours a day, seven days a week.

Another accomplishment during those years is the Emergency Communications Workshops, which have benefited radio amateurs, telecom authorities and organizations involved in emergency work. Preparing and providing these workshops is one more of the achievements of Cesar Santos.

As a person, Cesar has been always friendly, a very diplomatic person, and he will be remembered fondly. The Region loses a good Coordinator, and we are very grateful for all his commitment and dedication to emergency work.

Cesar, thanks for everything you did, we hope this is only a “see you later” and not a “goodbye,” and please stay close to IARU-R2, you’re very welcome there!
