Emergency Telecommunications Workshop held in Cusco, Peru, in May 2015

tallerA joint A joint CITEL-ITU Emergency Telecommunications Workshop was held on Monday, May 25, 2015 in the ancient city of Cusco, Peru, sponsored by the government of the United States in the framework of CITEL’s CCP‑I XXVI Meeting. Among those present were Brahima Sanou, UIT‑D Director, Clovis Baptista, CITEL Executive Secretary, Gonzalo Ruiz Díaz, president of OSIPTEL, the Peruvian telecommunications regulator, Bruno Ramos, UIT Region II Director, our colleague Jonathan Siverling, WB3ERA, from the ARRL, as Rapporteur, and César Pío Santos, IARU-R2 EMCOR.

The workshop counted on the participation of emergency telecommunications experts, who presented their experiences in diverse natural phenomena that have affected the region in recent years. Besides, there were descriptions of early warning systems and of technologies currently in use.

Among the speakers were:

 — Jorge Herau, from the Department of Radio Science of the Catholic University of Peru
 — Pablo Vásquez, OA4AI from Radio Club Peruano (RCP)
 — Javier García, from INDOTEL (Dominican Republic)
 — Guillermo Bill, representing Argentina
 — Representatives of NASA, the FCC and the satellite industry of the United States
 — Marco Cáceres, Chilean Telecommunications Undersecretary
 — And others

As a result of the workshop, a Rapporteur’s Report will be prepared on Disaster Prevention, Response and Mitigation by the Working Group on Development of the Permanent Consultative Committee I (PCC I) of CITEL.

César Pío Santos, HR2P, EMCOR, IARU-R2, considered that the workshop had very positive results and that it is expected that it will contribute to improve the regional preparedness and efficiency in cases of disasters and the consolidation of the efforts of the entities involved, where radio amateurs have always had significant participation.
